On March 23, 2016, House Bill 237 regarding transportation network companies (TNC) in Ohio became effective. HB237 enacts chapters 4925 and 3942 of the Ohio Revised Code (ORC) which require all TNCs in Ohio to apply for a permit with the Public Utilities Commission of Ohio (PUCO). These laws will help ensure safe and reliable service to all Ohio consumers who use these TNCs.
What is a transportation network company?
A transportation network company (TNC) is any company operating in Ohio that uses a digital network to connect riders with drivers who provide transportation services. This includes companies such as Lyft and Uber.
What is the PUCO’s role?
The PUCO will issue a TNC permit to any company that does ALL of the following:
- applies for a permit
- affirms that they will remain in compliance with state law and the PUCO’s rules
- submits a permit fee of $5,000
TNC permits are effective for one year from the issuance date.
How does a transportation network company register or renew their registration with the PUCO?
Renewal applications should be submitted no less than 30 days and no more than 60 days prior to the expiration date of the TNC permit.

- Request the TNC application - Please send an email to MCRegistration@puco.ohio.gov to request that staff load the TNC application in the system
- Log in to the Motor Carrier Registration system
New users - New users for TNC registration functions must contact Motor Carrier Registration to set up their account. Call (800) 686-8277 or email MCRegistration@puco.ohio.gov with your name, the transportation network company's name, address and telephone number.
Existing users - If you already have a PUCO account, existing users can log in to file new, renewal or amended TNC registration applications. - Complete and submit a new, renewal or amended TNC application.

Will individual drivers have to register with the PUCO?
No, drivers will not have to register with the PUCO. Drivers will continue to be screened and registered to drive by the TNCs.
If there are any complaints about any transportation network company, where should they go?
Any complaints about a TNC should be directed towards that company’s customer support. Pursuant to Ohio Revised Code 4925.05, each TNC is required to have complaint procedures and must disclose its complaint procedures on its network.
