What is HEAP?
HEAP is a federally funded program administered by the Ohio Development Services Agency (ODSA). It is designed to help eligible, low-income Ohioans meet the high costs of home heating. HEAP pays a one-time payment for most PUCO-regulated utility customers reflecting their usage for the current winter heating season.
Who is eligible?
For 2022-2023, the income levels are:

| 4 | up to $48,562.50 |
| 5 | up to $56,822.50 |
| 6 | up to $65,082.50 |
| 7 | up to $73,342.50 |
| 8 | up to $81,602.50 |
For units with more than eight (8) members add $8,260 for each member.
A household applying for HEAP must report total gross household income for the past 30 days (12 months preferred) for all members, except wage or salary income earned by dependent minors under 18 years old. Both homeowners and renters are eligible for assistance.

HEAP applications may also be downloaded from the Ohio Development Services Agency website or picked up at community action agencies, post offices and libraries. Note: Each household should mail only one application. Customers can check the status of their HEAP applications online.
