What is an interstate motor carrier?
An interstate motor carrier is the pick-up or delivery of cargo originating or destined outside the state of Ohio.
These are two categories of motor carrier:
- Private: if you transport your own property, equipment or material (including employees) in commerce
- For-hire: if you transport someone else’s property, equipment, material or passengers for compensation

All interstate motor carriers must register with the Federal Motor Carrier Safety Administration.
Unified Carrier Registration
The PUCO adopted the Unified Carrier Registration (UCR) national registration system as Ohio's official portal for filing annual UCR registrations. Ohio based interstate motor carriers subject to UCR registration requirements will be required to use the Unified Carrier Registration Portal to file their annual UCR application.
