Ohio Administrative Code 4901:1-25-02 requires EDUs, CRES marketers and aggregators, and governmental aggregators to report monthly market monitoring information to the PUCO on a quarterly basis. Specifically:

  • 4901:1-25-02(A)(2) for electric utilities (known as 1.2 data)
  • 4901:1-25-02(A)(3) for certified retail electric services companies (1.3 data)
  • 4901:1-25-02(A)(4) for certified aggregators and governmental aggregators (1.4 data)

The purpose of these market monitoring requirements is to assist the PUCO in determining the extent to which effective competition exists for competitive retail electric service in Ohio.

Quarterly market monitoring reporting

EDUs, marketers, aggregators

Regulated entities required to file market monitoring reports need to identify an authorized contact/filer using the online reporting tool linked on this page, known as the Customer Account Registration Database (CARD). If you have not yet authorized an individual to file market monitoring reports, please email MarketMonitoring@puco.ohio.gov.

Power brokers

If you are a registered power broker with the PUCO, you are required to complete a marketing monitoring report pursuant to O.A.C. 4901:1-25-02(A)(3) using the PDF form provided on this page. This form only applies to CRES providers that are certified as “broker-only” entities. Others are required to utilize the online system.

Online Filing instructions

Since 2017, all filers are required to utilize the online system to file their market monitoring report(s), except CRES providers that are certified as “broker-only” entities (use form above). Once logged into the system, filers will have the option to enter their data manually or upload it via an XML file. Filers wishing to utilize the upload option can download the XML Schema Definition (XSD) templates below (these must be uploaded through the online reporting application):
